Companies are collecting more and more data, but don't know what to do with it.  Seeing the "what if" over the horizon is challenging for companies who don't understand the need for long term vision.  Essentially companies are sprinting before they know how to crawl, and wasting millions in the process.  The Data Hierarchy model allows companies to see the long term goals without burning out teams it the process.  This is especially valuable for developers who can build a single solution, rather than rebuilding something to a new spec that was never anticipated before.

Data Hierarchy is 6 levels of working with data.  The levels are:  Reporting, Business Intelligence, Descriptive Data, Predictive Data, Prescriptive Data, and finally Artificial Intelligence.  The overarching concept is each level is connected/dependent on proper execution of previous levels.  However, knowing the long term goal(s) allows you to build in stages and build smarter along the way.  For "tech teams" the hierarchy is a way to help set expectations of the C-suite.  It also helps the c-suite support the "tech teams" with a greater understanding of what the end goal looks like.
